The institution must speak and act from one frame. Its strategy, engineering, design, operations, and public record should not contradict one another.
- Hold a single canonical reading order for institutional doctrine.
- Resolve contradictions at the level of principle before resolving them in presentation.
- Prefer fewer, stronger commitments over many weak statements.
- No parallel truths created for convenience.
- No public promise that the operating system cannot honour.
